The Office of General Council received five proposed
resolutions for the Ho-Chunk members to address at the Annual Meeting of the
General Council on September 19, 2026, at the Kalahari Resorts and Convention
Center near Wisconsin Dells.
The Annual Meeting of the General Council is one of the
largest and most vital events of the Ho-Chunk Nation because each year, the
membership meets to set policy for the Ho-Chunk Nation. All eligible voters of the Ho-Chunk Nation
are entitled to participate in General Council.
The proposed resolution deadline was established by the Ho-Chunk
Nation General Council Resolution 09.21.24N titled, ‘Resolution to Set Time
Parameters on General Council with Limited Exceptions.’
In part, Resolution 09.21.24N reads, “the Ho-Chunk Nation
General Council hereby requires that members of the General Council submit all
future General Council Resolutions 60 calendar days prior to the duly called
annual meeting with the following exceptions: 1. That the duly called annual
meeting date allows for at least a 90 calendar day grace period which would
allow General Council Members with at least 30 calendar days to draft
resolutions, and if a 90 day grace period is not provided then all Resolutions
will be accepted up to the start of the meeting. 2. Resolutions for the purpose
of removing elected officials shall be accepted up to the start of the
meeting.”
The Office of General Council announced the deadline date of
July 21, 2026, to submit resolutions for the 2026 Annual Meeting. The following proposed resolutions were
received:
1. Remove District One Legislative Representative Paul Fox for Malfeasance.
2. Endorse the Ho-Chunk Nation and Its members as Official Alpha and Beta Testers for the ccUlator App and to Recognize the Project as on Ongoing Initiative Associated with the Tribe and Its Members.
3. Authorize Michael Patrick Mullen, Jr. to Give a Short (20-Minutes or less) Presentation on the ccUlator App to the Ho-Chunk Nation General Council.
4. Set Virtual Participation in General Council Meetings as the Official Policy of the Ho-Chunk Nation.
5. Amend the Ho-Chunk Nation Constitution to Elect the General Council Advocate.
The five proposed resolutions are published in full and will
be made available to the voting membership at the Annual Meeting of the General
Council.
The Annual Meeting must first reach quorum to conduct
business. Quorum is twenty percent of
the eligible voters of the Ho-Chunk Nation and is established through
registration and electronic voting. The
Office of Enrollment typically releases the official quorum number the week of
the meeting.
The first official action of the General Council Meeting is
to nominate and select a chairperson.
Then, the next action is to set the agenda.
All proposed resolutions to be voted on must be presented in
a motion to add to the agenda and receive a second to the motion.
The membership will address the proposed resolutions on the
agenda following a motion to close the agenda.
The Ho-Chunk Nation Election Board is also currently holding
a Secretarial Election with the deadline of September 19, 2026, to amend the
Constitution of the Ho-Chunk Nation.

The Election Board mailed out ballots for this election on
August 5, 2026. Voters can return
completed ballots by the U.S. Postal Service, in person to the Election Board
office, or in person at the Annual Meeting of the General Council.
The Election Board is scheduled to be posted in the African
Ballroom the day of the Annual Meeting of the General Council. The polls open at 8:00 am and close two hours
after the meeting adjournment.
